How are you going to keep it from being stolen?

The tab you hold down to pull out the J1772 side has a small hole in it. With a lock through that hole, the plastic tab cannot be held down, effectively locking the J1772 in place.

Does this adapter restrict protocol power requests to 40a? that is if it is ok to use on a vehicle that can accept more than 40a, i.e more than 9.6kw?

That is not the case. It should not be used on a vehicle that can draw more than 40 amps. It will become too hot.

Can I connect it "permanently" to the Tesla cable and simply plug and unplug it from the car?

This adapter is intended to convert a J1772 SAE connector to a Tesla charger, but if you have a Tesla charger but do not own a Tesla, you can probably leave it permanently connected.
